If Anna Hazare led group has no right to draft a Janlok pal bill What right NAC has to draft CVBill .?

Recently there is lot of hue and cry over drafting of Jan Lokpal Bill by civil society group led by Anna Hazare on the ground that it is job of parliament to draft a bill and it undermines the our democracy and parliament . My question is if that is the case why National Advisory Council (NAC)should be asked to draft a Communal Violence Bill? It is body consisting of so called eminent people (but having congress leaning ) meet once in three months to express their personal and not that of majority opinion on a congress party drafted bill but ultimately sign on dotted lines on a bill put up by Smt Sonia Gandhi.NAC members come to Delhi for day of meeting listen to Chairman briefly discuss and go back collecting their TA /DA.Whether they do any research work or contact people to get their view point? On the other hand Anna Hazre led team have studied the subject in depth have taken view point of different groups of society and have drafted a bill in the interest of society without getting and money from the government. In the above context in fact Anna Hazare led body is more representative of masses than NAC.So in what way NAC is different than Anna Hazare led civil society group?
